Special Training

The RTE  Act 2009 mandates free and compulsory education for all the children of age group 06 yrs to 14 yrs to Government schools .  Further Section -4 of the act states that

 Where a child  above six years of age has not been admitted in any school or though admitted , could not complete his or her elementary education , then , he or she shall be admitted in a class appropriate to his or her age.

Provided that  where a child is directly admitted in a class appropriate to his or her age , then, he or she shall, in order to be at par with others , have a right to receive Special Training , in such manner ,and within such time –limits , as may be prescribed.

Provided further that a child so admitted to elementary education shall be entitled to free education  till completion of  elementary education even after fourteen years.    

Thus   In the light of RTE Act-2009 all those student who has been directly enrolled in age appropriate class/Dropped out before completing Elementary level education and therefore due to having less competency level need support of spl. training are being covered by this scheme in Residential or Non-Residential mode as per requirement.
Residential Special Training (RST)
   :- Under Residential Spl. Training ,Children of age group 11-14 yrs. are covered with the objective to  insure their  competency level  equivalent to the class  they are enrolled in (Age appropriate class). These children are provided special training under fully residential arrangement  in the secured location having all necessary basic infrastructure like airy specious rooms, kitchen, toilet, hand pump etc. While making selection of the location for the RST it is preferred that the location must be as possible near to Block / District headquarter , primary health centre/Hospital, police Station  and having smooth all weather communication (Road) . The duration of RST may be six month , nine month or twelve month as per requirement. The RST is run preferably by School management committee / Vidyalaya Shiksha Samiti(VSS).

Non-Residential Special Training(NRST) :- Under the Non-Residential Special Training 7-14 yrs age group of children having need of special training are covered as per requirement to insure competency level to the class they are enrolled in (Age appropriate).Children covered under this facility are provided with all necessary teaching learning materials(TLM) , Books specially prepared for the special training etc. all the children covered under NRST are exclusively supported by  specially trained teacher/Education volunteer who assure to let  to learn under Continuous and comprehensive Evaluation(CCE)  methodology  in a highly effective manner. NRST is run in the premises of concerned school and by VSS.

After achieving the expected competency level of the  children covered under RST/NRST, they  are allowed to study in the class,  they are enrolled in , with other children and thus they are said to be mainstreamed . All the mainstreamed children are supposed to be under continuous tracking by the concerned school to  insure them not being dropped out until completion of elementary education.
